The
City of Lipa (
Filipino:
Lungsod ng Lipa) is a first class
city in the
province of
Batangas,
Philippines. It is one of the three
component cities of
Batangas province (the others being
Batangas City and the
City of Tanauan). It is situated 78 kilometers south of
Manila. According to the
2000 census, it has a population of 218,447 people in 41,962 households.
Lipa City is bounded by the town of
Santo Tomas in the northeast,
San Pablo City of
Laguna and
San Antonio of Quezon in the east, the municipalities of
Padre Garcia and
Rosario in the southeast, the municipalities of
Ibaan and
San Jose in the southwest, the municipaltities of
Cuenca and
Mataas Na Kahoy and
Taal Lake in the west and the municipalities of
Balete and
Malvar in the northwest.
The city's location, in a valley located between two mountains - Mount Malarayat and Mount Makulot - makes it a low risk area. These two mountains serve as a wind breaker in times of typhoon. Mount Makulot at the western portion also served as shield of the city in times of eruption of
Taal Volcano.
Lipa City is a major recreational, religious, commercial, industrial and educational center in central
Batangas province, as shown with the presence in the city of entities like Nestle

SM City Lipa Mall. The City is also home to the Fernando Air Base, the former headquarters of the
Philippine Air Force's 100th Training Wing and Air Education and Training Command (AETC) which is known in military circles as the
Baguio of the
Armed Forces of the Philippines.
STAR project
On
January 19,
2008, President
Gloria Macapagal-Arroyo inspected the P1.5-billion
Southern Tagalog Arterial Road (STAR), Stage II-Phase 1 connecting
Lipa (19.74
kilometers) and
Batangas, and the Southern
Luzon Expressway (SLEX) road widening, expansion and the STAR toll way development projects in Batangas. Undersecretary Ramon P. Aquino stated "the STAR project, which is part of the Luzon Urban Beltway infrastructure program, would be completed in March 2008 and would be open to traffic on the 30th day of that month; the project which was now 73% accomplished, started in January 2006 and has 26 months to finish. The project once completer is said to reduce travel time between Lipa City and Batangas City by 40 to 45 minutes.the STAR Tollway Project II comprises two phases, where Phase I covers the two-lane single carriageway with 3.65-meter lane width southbound road for the 19.74-kilometer concrete stretch from Lipa City to
Batangas City."

Vilma Recto, former Lipa City mayor (1998-2007) won the gubernatorial race in the province of Batangas, defeating Arman Sanchez and former Chief of Police Nestor Sanares. Former Congressman Oscar Gozos won the 2007 Mayoralty Election, defeating former Councilor Eric Africa and Mar Panganiban. Vice mayor Lydio Lopez Jr won for his second term as Vice Mayor.
